Economic Development Meeting

Called to Order at 6:32PM by Chairman Tharp

All council, Mayor, Clerk and VA were present.

Tharp started off with a review of where we were at on the pending legislation, suggested we go with a minimum of $10,000 down from $25,000 for a single unit and for a multi-unit structure go with $10,000 down from $50,000

Hilliard- What about new homes like the low income housing?

A discussion ensued about investment vs. assessed value. Solicitor stated that investment was used.

Duff- Are we taking money from the schools… I can’t vote for this.

Tharp- Are you opposed to the current ordinance?

Duff- Yes.

Tharp- Do you have plans to repeal it?

Duff- Yes.

The Mayor suggested putting the information regarding the abatement on the zoning application.

Tharp- Stated all of the abatement is doing is delaying the tax until the abatement is up. The school should be involved in the process but does not hold veto power over the abatement according to the ORC.

Sherri feels the residents deserve to get something back- it will help improve the neighborhoods. It also gives them the option to go ahead with it or not.

Tharp summarized the commercial changes with the final proposed language and the committee agreed with the changes.
