The meeting was opened by Chairman Dale Fox.
The meeting was held to discuss FirstEnergy (FE) Harmon Substation and the Brewster 69kV Line Cutover Planning.
Dwight Niedenkofler of GPD Engineering spoke concerning three options:
FE/Didado performing the cutover with a 85' wood monopole - 14 1/2 hour outage - possible generator rentals costing $ 139,754.08 to $ 193,156.16.
Village hires Vaughn to perform the cutover with a 85' wood monopole - 6 hour outage. Quoted at $ 42,700 (labor and equipment only).
FE/Didado performing the cutover with a buck-arm construction on existing pole without an outage.
The two pole designs were discussed at length. The reliability and longevity of the buck-arm were questioned. Once the cutover is complete, this pole (WLR38) would be the Village's property and responsibility. There would be tight clearances, low rolling clearances, the terrain is steep, and connections with a hot-stick are not as secure on the buck-arm pole.
Brewster Electric and GPD's recommendation is to install the single 85' wood monopole by Vaughn.
