The ordinances and resolutions listed next are documents of legislation that Brewster Village Council is currently considering. The process that governs this legislative procedure is set by the Ohio Revised Code and is followed by all non-charter municipalities in the State of Ohio. The process works in the manner that follows:
A proposal is made to or by Council. If the majority of Council believes the proposal has merit, Council may refer it to a Committee to be researched and discussed or, if it deems prudent, Council may direct by Motion and majority vote that legislation be created for consideration. The new legislation then has three readings, normally over the next three meetings of Council. During those three readings the new legislation can be modified or clarified, and at the third reading a majority vote of the members elected to Council will be needed for passage. In Brewster's case that majority is four of the six members. There are exceptions to the above process, but we will not go into that here.
