UTILITY COMMITTEE MEETING

Meeting called to order by the committee chairperson Councilman Fox
Topic: Village of Brewster Sewer Rates
Councilman Fox showed the committee an Akron area newspaper clipping reporting that Akron was increasing their sewer rates by 40% this year and another 27% next year.
Copies of the current Sewer Ordinance, a comparison of the different amounts paid per 1,000 gallons of usage, a worksheet of 3.5% increase, as recommended by Hazen & Sawyer’s Rate Study (approved by previous Council) and a copy of the Mayor’s State of the Village Report for 2013. Councilman Fox explained the worksheet and other information were formulated for ease of understanding. Councilman Fox recommended starting the new rates effective for the September 2014 bills (meter readings taken the 1st week of August). Councilman Godwin thanked Fox for making it understandable and that if Hazen & Sawyer recommended the increase, then we should do it. Councilman Tharp asked how long, Fox stated 4 years. Councilman Hilliard stated Hazen & Sawyer recommended 10 years. Fox stated that at one time the Village Solicitor said an Ordinance like this shouldn’t surpass a Councilman’s term (4 yrs) but would check with the Solicitor. There was an open discussion with the consensus for recommending to Council a 3.5% increase for 4 years.
