Brewster Village Council met in regular session with Mayor Mike Schwab presiding.

7:00 P.M. – CALL TO ORDER

Council Members bowed their heads for the invocation provided by Clerk-Treasurer Kris King followed by the Pledge of Allegiance.

MINUTES FROM THE MAY 5, 2014 REGULAR COUNCIL MEETING:

Mayor Mike Schwab asked if there were any additions or deletions to the May 5, 2014 Council meeting minutes. 

COUNCIL MEMBER THARP MOVED, SECONDED BY COUNCIL MEMBER FOX and motion carried to accept the minutes.  Council Member Godwin asked if it was legal for Council Member Tharp to recuse himself from the vote to send a letter to ODNR because his uncle works for ODNR, Oil & Gas Division since it does not financially affect him.  He also had a concern that it was not recorded in the vote.  Solicitor McCallin stated he would address it during his section.  The vote: All yes. 

PRESENTATION OF BILLS:

COUNCIL MEMBER GODWIN MOVED, SECONDED BY COUNCIL MEMBER THARP and motion carried to accept the bills for the amount of $ 355,540.58.  Council Member Tharp stated he is willing to work with those voting yes for the bills and because he voted for the debt incurred through AMP, he will be voting yes on the bills. He stated he meant what he said in the Far Corner.  Council Member Hilliard stated there were more bills for the renovation.  He asked if there was a total.  Mayor Schwab pointed out a bulletin board showing the bills, surveys, and other information concerning the renovation.  The vote:  Hilliard, no; Mackey, yes; Strausbaugh, no; Tharp, yes; Fox, yes; Godwin, yes. 

AUDIENCE:

Cindy Mackey, 575 Dartmouth, started by saying that these are her words and her opinions.  She was glad  to see one of the people voting no on the bills has voted yes tonight.  She asked how Council could cash their paychecks when they are voting no to pay the bills that include those very checks.  She would like each of them to explain their logic.  Council Member Strausbaugh stated it is his convictions.  One of the reasons is he disagrees with the renovations.  It is going way over budget.  His next issue is the tracking of hours, who worked on the project and the hours they worked.  He was told that the hours were not tracked and he feels that was mismanagement.   His example was the number of hours of mowing.  If you don't have last year's hours how can you improve this year's hours.  There was also 29 trips to Lowe's and Menard's.  The third issue is the street garage.  If the Street Garage Project is retracted by motion and cut the budget somewhere, he will be happy to work with this Council.  Be responsible and he will be good.  Mrs. Mackey stated this does not answer the question of the paychecks.  Council Member Strausbaugh stated he cannot stop that, and they can keep the check because he does not need it.  Mrs. Mackey asked why he didn't answer VA Pauley's question about not paying the bills when he asked last week.  Council Member Strausbaugh stated he was waiting for the information from his public records request and he can answer VA Pauley's questions when and where he wants to.  Council Member Hilliard stated there was a bill for window washing.  There are four part time employees.  He stated we need to consider needs not wants.  He wanted the Police Garage built like the Police Station not a pole building.  He listened to a resident tonight.  He's voted in by the residents and he has no beef with the employees.  We would be better off putting in a Village owned hardware than all the trips to Menard's.  He stated we could save thousands.  Mrs. Mackey asked why don't you specify which bills you are against and not vote no on all the bills.  It does not make sense.  Strausbaugh went on to say that when we started talking about the renovation and the street garage he stated he wanted it to all be above board.  Permits, the basic stuff, and it was ignored.  He wanted to wait a couple of weeks until the new VA was here.  He asked if the vote doesn't mean anything, why do we vote on the bills.  Solicitor McCallin stated it is within his right to vote no and Council has to vote on all expenditures.  Mrs. Mackey asked why he didn't go to the new administrator instead of going to the Health Department and telling on your own Village.  He stated he had mentioned asbestos in the beginning and he was ignored.  He even asked the guys about checking for permits on asbestos and he was told you have to ask the Health Department.  Why is he being questioned for doing what is right?  He stated Council Member Fox's wife was breathing it in, Supt Patterson should be thankful someone is looking out for them.  Mrs. Mackey asked Council Member Tharp for his answer.  Council Member Tharp stated he answered the question at the last meeting.  Mrs. Mackey said she did not hear it.  She stated that he told VA Pauley that he wasn't a resident so he didn't have to answer his questions.  How do you justify cashing your paycheck?  He will cut a check for every month to a charity of her choice if she would like for the meetings he voted no.  She stated your highest priority as an elected official is to ensure the Village is financially sound, failing to do so is not only unethical but a dereliction of duty and doesn't warrant a paycheck.  VA Pauley had stated in his 26 years as serving communities as Village Administrator he has never seen a Council vote split on paying the bills.  She also stated this is not something to be proud of.  She reminded them that they were elected or appointed to serve the public, not themselves and their own personal agenda or their political party or their focus should not be on one neighborhood exclusively or one particular person in their neighborhood, or facebook fan base.  It is crucial that they work out their differences.  She suggests leaving their egos at the door.  Start acting like responsible, rational adults. Until that time, Council will continue to be dysfunctional and that equates to a lose-lose situation for all of us.  She thinks the paychecks should be applied to the remodeling of Village Hall, it the only seems fair due to the unnecessary increases in costs due to spitefulness.  Council Member Tharp stated a dereliction of duties would be a project that starts out at $125-150,000 that turns into $300,000.  Yet Council Members have stood up and raised these issues and are totally ignored.  That is dereliction of duty.  He respects what she has to say, because it is not easy to stand up before a group of people.  The dereliction of duty road goes both ways.  It is not just one sided.  Everyone at this table, including the Mayor has responsibility.  Everybody sitting at this table.  To call out one side is not fair.  That includes those that work on projects.  Mrs. Mackey stated that he is being singled out because he is voting no.  Her topic was voting no on the bills.  He is voting no and then cashing his check and it makes no sense.  He hasn't done anything to earn it.  Council Member Strausbaugh stated he will never vote yes and be a yes man when the law is being broken.  He did not do this out of spite.  Mrs. Mackey stated there was another way.  Council Member Strausbaugh stated there was another way and she doesn't know all the details.  He has all the emails and has all of it documented and would gladly publish it if she would like him to.  It was a culmination of things up to the point where he made his phone call.  Is that what everyone wants him to do, he will do it.  The reality of it is, it isn't what everyone thinks it is.  It wasn't that he was sitting around waiting six weeks.  Everyone is asking why he waited six weeks to write an article or call the Health Department.  He asked why the Village, Solicitor, Mayor, and Superintendent neglected to do what was legal.  Mrs. Mackey stated this shows a total disrespect for this Village and everyone that works here.  Council Member Strausbaugh interrupted to say especially when you break the law.  Council Member Fox stated we can beat this dead horse and not move forward or we can look to our new VA, who knows what he is doing and move forward.  We've learned a tremendous amount since he has been here in the last two and a half months.  We've been doing something for so long that we think we are doing it right.  That is what is going on here.  We need to take our ouches, put salt on our wounds and hopefully won't make the same mistakes again.  Council Member Hilliard thanked Council Member Fox for his comment.

Jenny Spivey, 184 4th St.,  has been attending meetings for a while and wants to start by saying she has the utmost respect for the position of Council Member.  It is honor and privilege to be chosen to serve in this capacity.  It is also a serious responsibility.  They are given a trust to be honest, forth right, fiscally responsible, and people of integrity.  She has observed the opposite from some Council Members.  Her intention is not to make anyone look bad, antagonize or ridicule.  Her goal is to gain information and understanding as well as give a sincere warning of caution to these men because she fears they don't understand the gravity of this situation they are creating in our beloved Village.  Since February 3rd, Councilmen Strausbaugh and Tharp have continuously voted no on the bills and Council Member Hilliard has voted no five times.  Council Member Hilliard signs off on the bills each meeting then votes no to pay them.  She wants to understand why.  She stated at the May 5th meeting, Council Member Tharp stated he did not have to give a reason unless a resident ask him.  She is a resident and is asking him along with Councilmen Strausbaugh and Hilliard.  She read ORC 118.02 and ORC 118.03 which discusses paying principal and interest on debts and obligations to their employees, vendors and suppliers.  Failure to do so may put the Village in fiscal emergency.  She feels that voting no is an abuse of power and not what the voters of Brewster envisioned when they voted you into office or appointed you.  She is calling on Council Members Tharp, Hilliard, and Strausbaugh to give their reasoning.  She doesn't want vague answers but wants specific bills and why they are voting against them.  She wants to know why Council Member Strausbaugh voted yes on January 20th to purchase a laptop then voted not to pay the bill when it came due.  Councilman Strausbaugh voted yes to purchase Christmas lights then voted no when the bill came due.  Council Member Tharp was not present at either of these meetings which constitutes 20% of the meetings so far this year that our President Pro Tem has missed.  Council Member Strausbaugh voted to donate to the DARE Program and Easter Egg Hunt then voted no to pay them.  Council Members Strausbaugh, Hilliard and Tharp voted yes to pay the Firemen's wages and for tablets and data plans for the squads then voted no to pay the bills the very next meeting.  She is not trying to belittle or disrespect these men but this has been going on for months and feels what is going on is wrong.  It is on behalf of her friends, family, and neighbors that she feels that she must speak out.  She stated that Wm. Wilberforce stated "You can choose to look the other way but you cannot say that you did not know".  She chooses to stand up for the people of Brewster and she chooses to get answers, resolve this issue, and ensure that Brewster continues to grow and survive for generations to come.  She asked, "Councilmen Tharp, Hilliard, and Strausbaugh, what do you choose?"  Council Member Tharp stated he thinks a lot of these questions have already been answered by the previous questions posed by Mrs. Mackey.  He will just say this...it doesn't come lightly that we arrive at this situation where three Council Members are voting no on the bills, and there comes a point where Council Members vote yes or no because of the blatant ignoring of concerns that we have had.  And he will so far as say the quote "shove it down your throat" attitude since January.  And if you actually go back in the record, this is the first year since he has been on council, this is the first year he has voted no and he is standing on principle.  He thinks Councilmen Strausbaugh and Hilliard have shared a few of those concerns, and like Council Member Fox said, we can beat a dead horse or we can move ahead.  Mrs. Spivey asked if he was going to continue to vote yes or is he just appeasing those that are here.  He stated as he said in his article in the Far Corner - he said to everyone that he wanted to compromise and work together.  If he doesn't abide by it, it is his honor and manhood.  Mrs. Spivey asked if he has inquired with the Solicitor what could possibly happen if it is a vote against paying the bills.  Would her electric be off and sewer service not be available?  Tharp stated he did know.  As a matter of fact, he has many friends at the Auditor of State's Office and one of his friends called him because he had received a call from one of our Council Members with that very question.  He is a real good friend and filled him in on what was discussed with the other Council Member.  His friend John stated that at the end of the day, Council voted yes on the appropriations and doesn't have to vote yes or no on the bills every week.  Council approves individual projects not the bills.  At the end of the day, the Clerk-Treasurer can still write those checks regardless of what Council says.  Mrs. Spivey said then why don't you say what you are protesting then vote to pay the bills.  Council Member Tharp stated that they have stated what they are protesting whether it be here, at committee meetings, or in emails and that is what people are missing.  There was a lot of concern expressed about the construction of the Village Hall remodel.  We can put it all out there, it is public record and see if everyone feels the same way that they do.

Joann Brown, 525 Dartmouth, stated this was for Paul Mackey, you are now a Councilman, she is coming to you and asking for help, not as a neighbor but as a Council Member.  You are supposed to be out there to help us.  Why are you always fighting against her in getting Williams Street opened.  Council Member Mackey stated he is not fighting her, there is an ordinance in place that provides for the proper procedures for opening a street.  Mrs. Brown stated this ordinance was not created until after she requested to have Williams Street improved.  Council Member Mackey stated procedures have always been in place.  Mrs. Brown reiterated that the ordinance was not created until 2013.  She stated that Mr. Hilliard was willing to help her and doesn't understand why, as a Councilman, Council Member Mackey refuses to help her.  Council Member Mackey stated that he took an oath of office to follow the law.  Mrs. Brown stated that ordinance was crazy and should not apply to her because it was passed after she came to Council.  She said that this is ridiculous.  Council Member Hilliard stated that we have to have this ordinance because of the number of these streets.  The city would go broke.  Mrs. Brown asked if she gravels it and gets off the gravel, is she going to get a letter.  Council Member Hilliard stated he would love to help her but he has to follow the ordinance.

Robert Brown, 525 Dartmouth, stated the Village had sent him a threatening letter that stated they rutted the road on Mackey's side, that they trespassed on Village property, Mrs. Brown interrupted to say it was sent to everybody, Mr. Brown stated it was pointed to them because it was their daughter-in-law's car.  They wanted to know if they backed to far and made ruts were they going to get threatening letters and were going to get prosecuted for trespassing.  Mayor Schwab stated it would depend on the circumstances.  If this happens, Mr. Brown will take it to court in Canton and the Village will have to use taxpayers money for this.

Adam Reicosky, 272 West Main Street, wanted to thank the three guys for voting no.  Because a lot of times you get pressured to say yes and go along with things.  He commended them for getting their facts straight.  He listened to everyone tonight and he understands where they are coming from.  He stated it is ridiculous how the projects overrun.  Council Member Hilliard thanked Mr. Reicosky and stated he is not proud voting no.  He stated that this a difficult job.  He wants to help people, he wants to help employees.  This job does not pay enough.  You are supposed to get that warm fuzzy feeling that you helped Brewster.  He doesn't want to continue to vote no but he felt he had to do something.  He said Mayor Schwab has done a great job and with VA Pauley, they will set things right.  We need to get the garage off the table and get along and get some things done.  He apologized for how he has to vote sometimes.  Council Member Strausbaugh stated he will not apologize for his convictions.  He goes back to the office renovation starting out with painting for $150.  He wants to work with people but we need to offset the overruns of the renovations.  There is not extra money to say oh, we made a mistake.  If we overspend we need to cut somewhere.  Remove the garage and do it right.  You know there is no way you will build that garage for that amount of money.  It is going to overrun again and be another black eye.  When we are trying to be fiscally responsible you beat us up.  The quote for the garage was only three lines.  Council Member Strausbaugh stated we need to remove the garage and find a way to recover the overages before he will vote yes on the bills.

CONSIDERATION OF ORDINANCES:

Third Reading: An ordinance authorizing the purchase of a CAT Excavator and a CAT Front End Loader through the State Cooperative Purchasing Program was given third reading.

COUNCIL MEMBER FOX MOVED, SECONDED BY COUNCIL MEMBER GODWIN to bring the ordinance forward for passage. Council Member Godwin stated he would be voting against it at this time. Council Member Tharp stated he was voting no also and wants to see five year plans.

The vote: Tharp, no; Fox, yes; Godwin, no; Hilliard, no; Mackey, no; Strausbaugh, no. Ordinance failed

Ordinance 20-2014: An ordinance adopting a Social Media Policy for Village Employees was given third reading.

COUNCIL MEMBER FOX MOVED, SECONDED BY COUNCIL MEMBER GODWIN to bring the ordinance forward for passage.

COUNCIL MEMBER THARP MOVED, SECONDED BY COUNCIL MEMBER STRAUSBAUGH and motion carried to amend the ordinance to remove any reference from the general section that refers to officials, in the first paragraph, labeled representing Brewster, remove all references to officials, and from the whole ordinance remove any reference to limiting of social media outside of the workday. The vote: All yes.

The vote for the passage of the ordinance as amended: Tharp, yes; Fox, yes; Godwin, no; Hilliard, yes; Mackey, yes; Strausbaugh, yes.  Ordinance passes.

Ordinance 21-2014: An ordinance authorizing a modification of Ordinance 03-2008 concerning Sewer Rates and Charges was given third reading.

COUNCIL MEMBER FOX MOVED, SECONDED BY COUNCIL MEMBER MACKEY to bring the ordinance forward for passage.

COUNCIL MEMBER FOX MOVED, SECONDED BY COUNCIL MEMBER GODWIN and motion carried to amend the ordinance so the service charge and capital charge accurately reflect where the fees charged will be allocated per the Mayor's recommendation. The vote: All yes.

Council Member Tharp stated he will be voting no because he was told at the beginning of the sewer project that rates would not have to be raised.

Council Member Hilliard asked for some clarification on the amendments. 

Council Member Godwin stated he would rather do a small increase over the next few years than being hit with a 20% increase down the road.

The vote for the passage of the ordinance as amended: Tharp, no; Fox, yes; Godwin, yes; Hilliard, yes; Mackey, yes; Strausbaugh, no. Ordinance passes.

Ordinance 22-2014: An ordinance authorizing a Lump Sum Payment on the AMPGS Stranded Liability & Periodic Payments on the AMPGS Potential Plant Held for Future Use StrandedLiability and Declaring an Emergency was given second reading.

COUNCIL MEMBER THARP MOVED, SECONDED BY COUNCIL MEMBER FOX and motion carried to suspend the rule requiring three separate readings and bring the ordinance forward for passage. The vote: All yes.

It was stated that the reason for emergency passage was that the selection of the payment option was due by June 1, 2014.

COUNCIL MEMBER THARP MOVED, SECONDED BY COUNCIL MEMBER FOX and motion carried to pass the ordinance as read. The vote: Tharp, yes; Fox, yes; Godwin, yes; Hilliard, yes; Mackey, yes; Strausbaugh, yes. Ordinance passes.

First Reading: Authorize the Purchase of a 2015 Ford Explorer Police Interceptor Vehicle; cost of $ 28,699 from Mullinax Ford; there will be additional $ 7,100 to outfit the car after delivery.

PLEASE NOTE: Pending ordinances & resolution are drafts only and are fluid documents that can be modified during the Three Readings process until the final vote by Council.

MUNICIPAL DEPARTMENTS:

Fire Department: Chief Ricky Patterson

Chief Patterson asked if all elected Officials had completed their NIMS training as required to receive Federal Grants. Mayor Schwab, Council Member Fox, and Clerk-Treasurer King have completed the training.

Council Member Fox asked if the Fire Department had a key to the Wandle House in case of a tornado. Chief Patterson reported that a Knox Box would cost $400 and a key code box for the Police Department would cost approximately $1,000. Council Member Hilliard would like to see a sign on the outside of the Wandle House identifying it as a tornado shelter.

Captain Chris Colucy reported that he met with our insurance agent and was told he has to have event insurance for the Firemen's Festival. Cost is unknown at this point.

Police Department: Chief Harry Porter

Chief Porter has created a schedule which will better utilize officers during the festival to cut back on some of the past overtime.

PD is taking applications from candidates for Part Time Officer; Chief would like to add three Officers.

SOLICITOR: Attorney Al McCallin (Per Procedures the Solicitor will be excused after his spot)

Solicitor McCallin reported that recusing/abstaining is a legal right but it does not necessarily constitute a non-vote. It is considered the same as the majority vote.

COMMUNICATIONS:

Stark County Commissioners: Renewal of CDBG (Community Development Block Grant); to continue participation for 2015-2017 & beyond Council legislation by 06/30 is required. Council was provided a copy of the letter.

Council is invited to attend the D.A.R.E. program at Fairless Elementary on Friday, May 23 at 2pm.

Canton Regional Chamber of Commerce has awarded the Wheeling & Lake Erie Railway a Business Excellence Award for 2014; the W & LE is one of six companies so honored; a letter of congratulations will be sent to company President Larry Parsons.

Council Member Godwin stated the Soccer Club would like to purchase a storage barn for behind the concession stand. Buying and donating would require the Village to have perpetual upkeep and insurance.

VILLAGE ADMINISTRATOR: Rob Pauley

Administrator’s report for period 05/06/2014 thru 05/19/2014:

-          Reilly Sweeping scheduled for second sweeping May 20th (weather permitting).

-          Lake County Sewer Co. conducted video inspection of selected sewers on May 5, 2014. Video will be reviewed for repairs / corrective actions necessary.

-          Crack sealing & sealcoat of Walking Trail accomplished by Vasco Asphalt.

-          Utility repair, asphalt repairs & pothole patching scheduled for this week – weather permitting.

-          Sweetwater Pump Station project: Kenmore Construction continues mobilizing material / equipment, survey staking, material laydown area, project trailer work continues. Project progress meeting #2 – asked for proposal to minimize electric power conflicts – potential relocation/realignment of manholes (3-phase transformer bank servicing COE structures).

-          Public power’s continuation of the SR 93 S extension to village limit resumes. Coordination with other attached utilities (cable & telecommunications) for removal of “topped” poles along SR 93 proceeding very slowly. Davey Tree continues line trimming primary & secondary distribution system.

-          Proposal from Cardinal Services for asbestos awareness training for village employees - $500 for 2-hour awareness training session. 2 sessions will be needed if training will be provided for all village employees including PD and FD personnel.

-          Received phased plan approval for building permit – rough-in/framing will continue with in-house personnel as available. Awaiting electrical permit approval – clarification letter submitted, once approval has been received proposals from licensed electrical contractors will be reviewed.

VILLAGE MAYOR: Mike Schwab

A representative of the ODNR Oil & Gas Division will make a site review for the proposed Oil & Gas Well on residential property adjacent to Elm Street this week; I’ve asked the VA to represent the Village; Well has been designated as oil & gas well Zearley Unit #1D (Council copy of letter to ODNR).

We met with First Energy(FE) today concerning the sale of a portion of the Village Electric Feeder line for FE’s new Harmon Substation; FE has agreed to a sale price of $ 326,536.00 and will include FE covering all costs for a Village connection to the new substation.

Council Handout: projected revenue from the proposed sewer rate increases; please review.

Bulletin Board in Council Chambers will be used to provide Village Hall Renovation Information; updates as project progresses; Village Clerk to provide bills & VA to provide costs & info.

Mayor reached out to an HVAC contractor for quotes to provide required drawings and permits for reconfiguring a portion of the ductwork in Village Hall.

VILLAGE CLERK-TREASURER’S REPORT: Kris King

Fire department payroll = $ 5,818.88.

Affinity Occupational Health will be closing their doors at the end of the month.  Starting June 1st we will be using Aultworks Occupational Medicine for random drug testing and physicals.

Adam Reicosky was permitted to speak and requested a handicap parking spot in front of the group home on West Fifth Street.

COMMITTEE OR COUNCIL REPORTS: : *NOTE: The Goal of any committee meeting is to discuss an issue or proposal and to provide, by a consensus of the committee members, ONE recommendation to Council.

Street Committee had a Work Session this evening - Amherst and Park Streets were discussed.

Purchase of the American Legion Building – Awaiting response from Legion per Council’s 03/17/2014 proposal Solicitor provided guidelines on sale of land on 04/21; Mayor has suggested to Commander Lutz that Legion consider making an offer to the Village for purchase of the land on which the Legion building is sited.

OLD/NEW BUSINESS:

COUNCIL MEMBER GODWIN MOVED, SECONDED BY COUNCIL MEMBER THARP and motion carried to have an ordinance drawn up designating a handicap parking space in front of 235 West Fifth Street.  The vote: All yes.

COUNCIL MEMBER GODWIN MOVED, SECONDED BY COUNCIL MEMBER THARP and motion carried to have an ordinance drawn up authorizing the Administrator to develop plans and specifications, advertise and award the contract for the 2014 Street Program Resurfacing of Amherst Street.  Council Member Strausbaugh asked if this would finish off the Street Improvement Fund.  Clerk King stated this would finish off the levy money.  The vote: Tharp, yes; Fox, yes; Godwin, yes; Hilliard, yes; Mackey, yes; Strausbaugh, no.

COUNCIL MEMBER THARP MOVED, SECONDED BY COUNCIL MEMBER MACKEY and motion carried to pay the firemen for April in the amount of $ 5,818.55 from the Fire Fund.  The vote: All yes.

COUNCIL MEMBER GODWIN MOVED, SECONDED BY COUNCIL MEMBER THARP and motion carried to have an ordinance drawn up authorizing the Administrator to develop specifications and submit for the reconstruction of Park Street to include all infrastructure through OPWC Round 29 of the SCIP/LTIP Program.  Council Member Hilliard asked if this was just about getting grants.  VA Pauley stated yes and that it also included getting the engineering.  Council Member Mackey asked if this only includes Park Street.  VA Pauley replied yes.  The vote: All yes.

COUNCIL MEMBER THARP MOVED, SECONDED BY COUNCIL MEMBER MACKEY and motion carried to draw up a Resolution of Appreciation for the Teachers, Principals, and Superintendent of the Fairless Local School District for their participation in the DARE Program.  The vote: All yes.

COUNCIL MEMBER STRAUSBAUGH MOVED, SECONDED BY COUNCIL MEMBER THARP and motion carried to contract with Cardinal Services for two Asbestos Awareness Training Sessions not to exceed $ 1,000.  VA Pauley asked if that was mandatory training for all Village employees.  Council Member Strausbaugh replied yes.  The vote: All yes.

COUNCIL MEMBER THARP MOVED, SECONDED BY COUNCIL MEMBER MACKEY and motion carried to amend the minutes of the May 5, 2014 meeting and add Tharp's abstention and have the votes listed separately.  The vote: All yes.

COUNCIL MEMBER FOX MOVED, SECONDED BY COUNCIL MEMBER THARP and motion carried to have a resolution draw up to continue our participation in the Stark County Community Development Block Grant Program for 2015-2017.  The vote: All yes.

VA Pauley had a concern.  He had a resident in his office today literally on the verge of tears.  She felt that she was being intimidated and threatened because pictures of her grandfathers property was put on the "Village's Official" website.  He showed her the Village's website where they did not post violations of people's properties.  She maintained that the other site, a facebook site was the Village's official site.  He has concerns that there is social media or other sites that are claiming to be the official Village website.  Her mother was transported to the hospital for heart palpitations over this posting because residents were approaching her.  The daughter is going to talk to the mother after she calms down and get more information.

COUNCIL MEMBER HILLIARD MOVED, SECONDED BY COUNCIL MEMBER THARP and motion carried to adjourn the meeting at 9:00pm.  The vote: All yes.
