Meeting opened at 6:30 p.m. by Finance Chairman Tharp.  He stated the meeting was called to discuss and answer questions on the Employee Compensation Committee’s recommendations for 2018 wage increases.  VA Miller spoke on how these recommendations were arrived at and that they are to make Brewster’s wages competitive with other area communities along with some private industries.  The goal is to be reached over a three-year period.  Councilman Mackey stated the committee did a very comprehensive study and did an excellent job.  VA Miller went on to discuss the health insurance for 2018.  The wage ordinance includes an increase to the employee’s contribution from 12% to 13% in 2018, to 14% in 2019, and 15% in 2020.  The average employee contribution within the Stark County Schools Council of Governments average is 14.9%.  Councilman Hilliard asked the Clerk for the Village wide total of the increases.  Clerk King stated she was concerned with whether each individual department could afford the increases and not the grand total.  She stated she could calculate it.  VA Miller stated the health insurance was the best for the money.  He also stated that the call-out/on-call was also vetted.  Councilman Tharp stated that it was not a blanket increase and the pay changes ranges from -5.10% to 10.5%.  Councilman Tharp used the Clerk’s spreadsheet to discuss the differences in payroll expenses between 2017 and 2018 if the ordinance passes.  The insurance waiver was discussed.  Councilman Godwin liked the fact that each department was considered separately on its own merits.
