WAGE COMMITTEE
JUNE 27, 2016
 
6:30 P.M. – CALLED TO ORDER

Ryan Swan, Jim and Jenny Spivey, and Dave Caldwell
 
This meeting was scheduled by Councilman Mackey to review changes made to the May 21, 2016 ordinance draft included in the June 27, 2016 ordinance draft and fine tune it for passage.
 
Councilman Mackey stated that Section 3 states that the annual review is based on evaluations but the evaluation forms have yet to be created.  He wants to see the ordinance reviewed by a professional human resource (HR) consultant. Councilman Hilliard asked if the ordinance included longevity pay.  Mayor Schwab stated it would be rolled into the current employees’ wages and length of service would be a consideration during evaluations for all employees.  Councilman Fox suggested adding the boot allowance to the Police Department benefits in addition to their existing uniform allowance.  Clerk King suggested the part time employees be eligible for holiday pay if they serve as supervisor the day before and the day after a holiday.  Councilman Hilliard wants to wait until the end of the year and give bonuses instead of raises.
 
Duty pay was discussed.  The question is whether a flat amount of $250.00 per week or 2 hours of employee’s regular rate for weekdays and 3 hours of employee’s regular rate for weekend days and holidays.  The consensus was to pay the flat rate of $250.00 per week.  Call out pay was also discussed.
 
Making the Police Chief a salary exempt position as also discussed.  It had been recommended by Drew Esposito of Clemans and Nelson Consulting.
 
Councilman Hilliard is suggesting a bonus for the employees if this is not figured out by November.
 
Mayor Schwab asked if any of Council had an issue with the draft being turned over to Drew Esposito of Clemans and Nelson Consulting to review.  There were no objections.
