COUNCIL OF THE WHOLE
SOLAR PROJECT
MAY 16, 2016
 
6:00 P.M. – CALLED TO ORDER

GUEST:

Vic Oeftering, GPD Engineering
 
GPD Engineering has been contracted with to review Power Purchase Agreements (PPA) and give advice independent of the contractors. 
 
The topics of discussion were the Renewable Energy Legislation – Ohio SB 310, Renewable Energy Certificates (RECs), Solar Siting & Interconnection Issues, Solar Array Performance Issues, Solar Array Cost, Solar Revenues, Credits, and Savings, the ARE Proposal, and the benefits and risks for Brewster.
 
GPD provided their conclusions and recommendations stating that Brewster could benefit from the solar installation with the right terms and conditions.  They suggested keeping the energy storage system separate from the solar installation.  They also recommended that Council review an AMP presentation before making a final decision.
 
If Brewster pursues ARE’s proposal, GPD recommends that the PPA be renegotiated with a more favorable PPA and negotiate REC ownership.
 
Then the gentlemen described the experience that the City of Oberlin has had with Solar Power and how it has benefitted their city.
