FINANCE COMMITTEE MEETING

FIRE AND EMS FUNDS

OCTOBER 10, 2016

6:30 P.M. – CALLED TO ORDER

MEMBERS PRESENT:

Mike Schwab, Mayor

Dale Fox, Council Member Dave Godwin, Council Member

Chuck Hawk, Council Member Tom Hilliard, Council Member

Paul Mackey, Council Member Steve Tharp, Jr., Council Member

VILLAGE OFFICIALS PRESENT:

Kris King, Clerk-Treasurer

Chris Colucy, Fire Chief

Jen Mohler, Asst. Chief

Mike Miller, Village Administrator

Mayor Schwab provided a spreadsheet showing the revenues and expenses for 2012-2015 and a projection for 2016 and 2017.

The Fire Equipment Fund and EMS Fund have both been running in the red since 2014 and the replacement levy money will not be available until March or April of next year. Some possible adjustments that were suggested:

· Chief Colucy and Asst. Chief Mohler would like to see only the paramedic wages and benefits come out of the EMS Fund.

· The Mayor said one possible savings could be to reduce the paramedic hours to 10 a day instead of 12 hours.

· VA Miller suggested increasing the proposed amount being posted to the EMS Fund from the levy money from $15,000 to $25,000.

· Chief Colucy suggested freezing all but fulltime wages.

· Asst. Chief Mohler discussed hiring a collection agency.

There was a discussion on which expenses come out of the EMS Fund and how it evolved into the amount that is being taken out. The replacement of an ambulance and a fire truck and possible grants were discussed.

The committee plans to recommend that the amount from the levy going into the EMS Fund be increased to $25,000 and a smaller committee be formed to further discuss and make recommendations. Chief Colucy, Councilman Tharp, and Councilman Hawk volunteered to be part of the committee.
