COUNCIL OF THE WHOLE
SOLAR PROJECT
MAY 23, 2016

Dave stated that he studied the AMP proposal to the village.  He feels that Brewster will have more control and benefit with their own solar system over the years.
 
Prices are going down on a steady basis.  Power Purchase Agreements (PPA) also change as a result of lower prices.
 
Dave stated that Brewster will save money on transmission costs as well as savings on the peak demand portion of our power portfolio by eliminating a portion of the higher market demand costs.
 
He also said that battery backup was never intended to provide power to the village on an emergency basis.  The intent of battery backup is to provide cost savings in the demand and frequency response areas of our existing annual power costs.
 
The investors will recoup their investment in five to six years.  We can begin to buy out the investors after that time and begin to realize the real benefits of our solar project as we get closer to full ownership.  This can all be built into our PPA.
 
Dave also stated that we can hold up to fifty percent of the Renewable Energy Credits (RECS) as part of our PPA.
 
Dave said he is willing to work with his attorneys-Bricker and Eckler, LLP- and our solicitor-Atty. John Anthony-to discuss in detail all the elements of the PPA.
 
We will set up a meeting between all parties concerned if possible.
 
Dave said he is willing to work with us as needed to help make this project work for the Village of Brewster.
