July 27, 2015 - Council of the Whole - Electric Call-out

Meeting called to order by Council Member Mackey.
This meeting was called to discuss an issue that came about as a result of an electrical outage that occurred early on Sunday morning July 26, 2015 at approximately 12:30 A.M.
An opening statement was made by Mr. Jim Barnard who represents The Brewster Dairy. In his statement, Mr. Barnard expressed the Dairys’ displeasure with the poor response time of the Village electric department. Due to a series of unfortunate events, the electric department did not respond to the outage until approximately 5:30 A.M. Mr. Barnard made an explicit request to the Village of Brewster that steps be taken to drastically reduce the odds of such an occurrence from happening again. It was estimated that the Dairy lost approximately $50,000.00 dollars due to the outage.
Council discussed the following options:
A. Set up an on call policy in the electric department that would have at least two linemen on call and available for emergency response during off duty hours, weekends and holidays.
B. Make arrangements with an electrical contractor who is acceptable to both The Dairy and the Village electric department to be available and on call to assist our crews in an emergency situation.
C. Be ready to activate our standing agreement with our AMP partners to assist the Village in case of any major disaster or outages in the future.
It was agreed that a proposal would be forthcoming from the Village Administration to Council at the regular Council Meeting on Monday August 3, 2015.
Action will then be taken at that time to expedite the situation as this is a very critical need for the Village and it’s customers.
