March 23, 2015 - Special Council Meeting
Brewster Village Council met in regular session with Mayor Mike Schwab presiding.
7:00 P.M. – CALL TO ORDER
Council Members bowed their heads for the invocation provided by Clerk-Treasurer K. Kris King followed by the Pledge of Allegiance.
COUNCIL MEMBER HILLIARD MOVED, SECONDED BY COUNCIL MEMBER THARP and motion carried to excuse Council Member Godwin from tonight’s meeting due to a scheduling conflict. The vote: All yes.

Fire Department:Chief Colucy
Chief Colucy had provided a quote for the refurbishing of the 1993 Pumper Unit #151. The total on the quote was $ 58,806.27. That quote included light tower, installation, labor, and removal of an exhaust fan where the light tower wiring would need to go through. With the removal of these items, the total is reduced to $23,337.27.
The quotation was reviewed by council and questions were asked on different charges. It was also asked if some of the charges were for necessities or just dealer recommendations. Chief Colucy stated he told them to go over it and replace or fix everything so it would last for another 10 years. Captain Murdocco joined the conversation when he arrived to help clarify questions that Chief Colucy couldn't answer.
The fact that the equipment sits and doesn't get used often was discussed. It was stated that exercising the valves could possibly make the seals last longer. Chief Colucy discussed the procedures that were followed on Tuesday meeting nights and on training nights.
Clerk King provided different scenarios of the finances if the money is spent to refurbish Unit #151. The different scenarios changed depending on the amount of contract monies received and whether grants were received.
OLD or NEW BUSINESS:(Council Rules dictate a one meeting review period for expenditures, unless deemed an emergency)
COUNCIL MEMBER HILLIARD MOVED, SECONDED BY COUNCIL MEMBER FOX and motion carried to make the proposed repairs to Pumper Unit #151 less those associated with the light tower at a cost of $ 23,337.27 from the Fire Equipment Fund. The vote: All yes.
Council Member Tharp stated he is more concerned than ever with the money situation. He is concerned that other equipment may need repairs in the near future and the money is too close for comfort. Council Member Mackey asked that the Fire Department review the quote and only replace the necessities.
Council Member Hawk stated we need to make every effort we can to prevent equipment failures and ensure the safety of our residents.
COUNCIL MEMBER HILLIARD MOVED, SECONDED BY COUNCIL MEMBER FOX and motion carried to adjourn the meeting at 7:26pm.
