UTILITY COMMITTEE MINUTES
BREWSTER VILLAGE COUNCIL
February 2, 2015
6:00 P.M.

Mayor Schwab opened the meeting and turned the floor over to Dwight Neidenkofler of GPD Engineering.  Dwight provided an information packet.

Dwight reviewed the minutes from the meeting of 01/28/2015 with the village’s large business owners.

The estimated task times and outage duration for the switchover for the Harmon Substation were discussed.  It is estimated to take 14.5 hours as long as the phasing is correct, otherwise it could  be up to 17.5 hours.

Backup generation was discussed.  Two quotes were presented in the packet.  Scott Weyandt from Shearer’s Foods asked why the money to be obtained for the sale of the line could not be used to finance the replacement power.  He stated 300 employees would be impacted.  Councilman Mackey stated he felt it would only take about 6 hours and doesn’t feel $171,000 is a reasonable cost.  Jim Barnhart from Brewster Dairy echoed Mr. Weyandt’s opinion from an operational standpoint of the transmission line sale.  He has never had to shut down operation for a power outage.  He has to plan for zero risk.  Mr. Weyandt stated that the village has a responsibility to make choices for power consistencies.  Councilman Mackey stated he will take Mr. Weyandt and Mr. Barnhart’s statements into consideration.  Councilman Godwin stated when the Harmon Substation was announced a couple of years ago that the Village would experience an outage.  The Village had no control over it.  Mr. Barnhart stated there needs to be a predictable beginning and end.  He said the meetings have been beneficial and helpful.  Councilman Hawk thanked everyone for being gracious and would be rethinking his opinions.

Letters from Brewster Dairy and Shearer’s Foods were also in the packet.  Both letters discussed the negative impacts of the outage.
