2024 Yard Waste Grant

A RESOLUTION AUTHORIZING THE APPROVAL OF A 2024 YARD WASTE HOST SITE BLOCK GRANT AGREEMENT BETWEEN VILLAGE OF BREWSTER AND THE STARK-TUSCARAWAS-WAYNE JOINT SOLID WASTE MANAGEMENT DISTRICT

 

WHEREAS, the Village of Brewster, with support from the Stark/Tuscarawas/Wayne Joint Solid Waste Management District, has been operating a yard waste drop-off site, open to residents of Brewster as well as residents of the Stark-Tuscarawas-Wayne Joint Waste Management District (“District”); and

 

WHEREAS, in February, the District held a mandatory meeting for yard waste facility operators in the District, at which it indicated that it would cease supporting yard waste collection efforts in two (2) years and outlined three (3) options for entities currently subsidized by the District:

 

  1.        Cease yard waste collection efforts “immediately” and receive no further funding.
  2.        Continue as is for the next two (2) years, including allowing any residents in the District to use the Village’s facility. At the end of the two (2) years, at which point the District payments would cease, discontinue yard waste collection efforts.
  3.        Take the amount the District has set aside for yard waste collection for the next two (2) years (in Brewster’s case $15,265 per year or $30, 530 total) to invest in infrastructure, which would allow the Village to “privatize” our yard waste collection efforts. The entire $30530 would be available up front to reimburse the Village for “privatization” costs incurred. “Privatization” being defined as the Village restricts access to yard waste collections. Restrictions can include limiting the Brewster residents only; charging residents; and or if residents from outside the Village are provided access charging those non-residents for access. All other cost of operations of Brewster’s Yard Waste Facility would be the sole responsibility of the Village of Brewster going forward;

 

and

 

WHEREAS, as the result of previous closures of nearby Yard Waste Facilities operated with assistance from the District, the Village of Brewster has seen higher amounts of yard waste at its facility: and

 

WHEREAS, Council has discussed and determined to transition to a Brewster resident only Yard Waste Collection, and take the option offered by the District to enter into a yard waste host site block grant (“Grant”) in an amount not to exceed a cost of $30,530 for expenses associated with converting Brewster’s yard waste site into a private site for Brewster residents; and

 

WHEREAS, until Brewster accepts the proposal to convert Brewster’s yard waste site into a private site for Brewster residents, the Village of Brewster will continue to have to accept yard waste from outside persons residing outside the Village at the sole cost of its residents.

 

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE VILLAGE OF BREWSTER, THAT:

 

SECTION 1. Council hereby agrees to enter into contract with the Stark-Tuscarawas-Wayne Joint Solid Waste Management District per the attached agreement to accept a grant in an amount not to exceed $30,530 for expenses associated with converting Brewster’s Yard Waste site into a private site for Brewster residents ONLY in connection to the District’s Yard Waste Host Site Block Grant Program.

 

SECTION 2: The Village Administrator and Village Clerk-Treasurer are authorized and directed to accept said grant and execute said agreement on behalf of the Village.

 

SECTION 3: That this legislation is passed on an emergency because until Brewster accepts the agreement and grant funds to convert Brewster’s yard waste site into a private site for Brewster residents ONLY, the Village of Brewster will continue to have to accept yard waste from outside persons residing outside the Village at the sole cost of its residents, so time is of the essence to execute the agreement, accept funds, and implement the necessary improvements to convert Brewster’s yard waste site into a private site for Brewster residents ONLY.

 

SECTION 4: This resolution shall be in full force and effect at the earliest date provided by law.
