Review of Park & Grounds or Capital Projects “Remaining” for 2023

PARKS

  •          Moving Field #5 to the South

Reasoning - Currently Field #5 bench for players is approximately 8 feet from the paved roadway (4th Street). Moving the field approximately 20 feet to the south would enhance the safety for those players.

COST – Maximum $18,000

Proposed Funding Source – Parks & Grounds (reduces balance to $26,000)

Council Member Hilliard stated that when he was coaching they just put up cones and didn’t allow use of the street.  Council Member Radich stated that would eliminate the parking and the field is used for parking and is full along with the other side of the street.  Council Member Long stated that would limit the use of the field to 10U only.  It is currently used for 10U and 12U.  Council Member Hilliard also stated that is a lot of money to move a field.

 

  •          Fence at New Pickleball Court

Reasoning – prevent pickleball from entering onto the Bimeler walking path. However, I recommend we wait until Spring to see IF ball is going onto Walking Path, and how much of the Court needs fencing.

COST – UNKNOWN

Proposed Funding Source – Parks & Grounds (reduces balance to ???)

Council Member Hilliard would like to see fences along the ends to keep the ball from rolling away and benches would be nice.  There were quite a few groups waiting for the court over the weekend.  Council Member Long suggested that the skatepark be moved to Witting Park and convert it to two pickleball courts.  There was also talk of moving it to the lots the Village owns on Jefferson.  Council Member Godwin stated the Frisbee Golf Course is being listed in the associations league material.  The problem is that we only have 9 holes.

 

  •          GAGA Ball Court

Cost - Still awaiting price.

Proposed Funding Source – Parks & Grounds (reduces balance to ???)

VA Miller stated that the quotes just came in.  For a 20-foot octagon, the price is around $2,300 and for a 26-foot octagon, the price is about $2,850.  Council Member Long explained the game is similar to dodge ball only the ball hit instead of thrown and it has to hit below the knees.

 

VA Miller will look for other suitable areas around town for courts.

 

 FIBER

  •          Phase 2 – Electric Department to Water Tower and Solar Field

Reasoning – to connect cameras at Water Tower that currently record on site so they can be monitored remotely and to be able to add cameras to Solar Field.

COST – $13,184.00

Proposed Funding Source – split costs between Water Operations and Electric

 

  •          Phase 3 – Police Department to West Side Bimeler Park

Reasoning – to reconnect cameras on Basketball Court, Shelter, Playground, Tennis and Skatepark. The connection via Wi-Fi has failed due to growth of trees blocking signal.

COST – $20,946.73

Proposed Funding Source – Parks & Grounds (reduces balance to $5,000) or Capital (reduces balance to $111,000).  

POLICE DEPARTMENT

                Repair Wall on North Side and Replace Doors and Locks

Reasoning – wall on north side is failing and needs repaired before it falls. Exterior doors also need replaced (one is deadbolted shut because it can’t lock) and upgrade the locks to the same used at the Fire Station and Community Room.

COST – $15,900 plus lock upgrades

Proposed Funding Source – Police Income Tax

 

SAFE ROUTES TO SCHOOLS TASKS

  •          Complete Safe Routes To Schools Path on south side of East Main between Cleveland and Park Drive

Reasoning – upgrade grindings (not really walkable) to asphalt path between Cleveland Ave and 362 East Main to asphalt and 362 East main to concrete so that the “downtown” is connected to the new path on Park Drive. Completes section where East Main was narrowed, new decorative lighting was installed, and the power poles will be removed. It is approximately 800 feet of asphalt and 110 feet of concrete path.

COST – approximately $18,000 for asphalt and $9,910 for concrete – Total $27,910.

Proposed Funding Source – Capital

 

  •          Upgrade 7th Street SRTS Path – Phase 2

Reasoning – upgrade limestone path to concrete from Dartmouth west approximately 310 feet to utility pole.

COST – $17,120.41

Proposed Funding Source – Capital

Recommendation – wait until Spring so Capital is “replenished”

  

  •          Upgrade 7th Street SRTS Path – Phase 3

Reasoning – upgrade limestone path to concrete from Park Drive east approximately 178 feet to utility pole.

COST – $29,685.20

Proposed Funding Source – Capital

Recommendation – wait until Spring so Capital is “replenished” and utility poles can be removed/moved

Fund Balances

CAPITAL = $132,096  ---  potentially to $83,240 IF Fiber 3 and East Main SRTS Improvement move forward/are approved

PARKS & GROUNDS = $44,090  ---  potentially down to $27,515 IF Moving Field #5 moves forward/is approved.

POLICE INCOME TAX = $161,077  --- potentially down to $145,177 if Repair Wall on North Side and Replace Doors and Locks moves forward/is approved.

Council Member Schwab asked the Clerk if the Village could afford it.  Clerk King stated it would reduce the balances but the Village could afford it.  Council Member Schwab would like to keep the balance above $100,000.

 

Council Member Hilliard stated he thought the park camera was good but he would really like to see Wabash covered.  It defeats the purpose if the downtown is not covered.

 

Council Member Schwab stated we could use wireless cameras as a stop gap until more funds are available.  It could record to the cloud, be Wi-Fi, or use an SD card.  He would like to look at it after the meeting.
