MINUTES
COUNCIL OF THE WHOLE MEETING
June 1, 2020

MEMBERS PRESENT:

VILLAGE OFFICIALS:
Kris King, Clerk-Treasurer Michael Miller, Village Administrator
This meeting was scheduled to allow Council to have a better understanding of the Advanced Metering Infrastructure (AMI). The following subjects were discussed:
- What is AMI?
- How the exploration of AMI has progressed from beginning to now.
- Different companies compared
- Propagation study
- The bidding and preparation of specifications
- Employment of CT Consultants
- Bid results and goals
- Immediate and future goals
- Advantages and potential concerns
- Ongoing costs (Vendor hosting of data)
- Other entities using AMI
- Alternatives to a full AMI system
- Paying for AMI
- Rate review and analysis is being worked on and will be available for the next meeting
Councilman Hilliard was concerned that changing the reading date would create a large bill for our residents. VA Miller explained that the reading date would only be changed a couple of days a month over a year’s time.
Councilman Hilliard asked whether the railroad would interfere with the reception if we only have one antenna. VA Miller stated that the study done shows that one will be efficient but if not, an additional antenna would cost $40,000.
Councilman Long asked where a second antenna would be located if needed. VA Miller stated Village Hall.
Councilman Fox asked if the new electric meter they just put on his house would need to be replaced. VA Miller stated the electric meter would need to be replaced but there is only a cap that goes over the water meter in order to be read.
