January 18, 2022 - Tree Board meeting
Members Present: Mayor Charles Hawk; Administrator Michael Miller; Councilperson Sydney Radich; Councilman Mike Schwab; Councilman Hilliard
The Administrator began by handing out the agenda and related attachments. The Administrator indicated minutes for the August 18th had been distributed and could be adopted. Motion made by Tom Hilliard; Seconded by Sydney Radich. All voted in favor.
The Administrator indicated minutes for the September 16th, 2021 had been distributed and could be taken up at the next Tree Board Meeting. The Administrator gave a brief budget review. The Fund starts with $22,500. If the removals that follow in the agenda and the sidewalk replacement that is required by those removal is done, then there would be $7,110 taken away from the $22,500 or $15,390 plus 18 trees to replace.
The Administrator then discussed some alternatives to removal that were included in the packet distributed. The “Tree Preservation Sidewalk Deviation Crescents” or making the sidewalk go around trees instead of removing the trees was discussed for two locations: 300 block of Wabash North and the oak on the east side of Tuscarawas between 4th and 5th Streets SW. The Administrator has contacted ODNR who indicated they would come out to review the locations and viability of those trees.
The Administrator then discussed proposed tree removals: • (6) Maples – north side of Huron between Wabash & Jackson (reasoning – on slope displacing sidewalk creating hazard Tree Removal Cost = $2,400 (low proposal) Sidewalk Replacement = $4,700 (low proposal) Tree Replacement = unknown cost & unknown how many at this location • 9 trees, some “clumps or multi-stemmed (marked with an orange dot) in Sabo Park at the corner of Lincoln and 4th Street SW. These were on hold from 2021 due to cost of removal and cost for replacement. Will see if these can be removed by Village employees to save money. The Tree Board concurred with the proposed removals and sidewalk replacement. The Administrator then discussed proposed locations for tree replacements: • (7) Calery Pears were removed in 2021 - West side Wabash north of underpass. W&LE has given qualified permission • (1) 284 5th SW - unknown cost & unlikely at this location • 421 Tuscarawas NW – tree replacement not completed and unlikely at this location • 383 2nd Street SE - tree replacement not completed at this location • (2) Between 178 & 186 5th Street SE - tree replacement not completed at this location Tree Board Minutes January 18th, 2022 • (1) 465 Wabash North - tree replacement not completed at this location. • (1) 174 6th Street SE (Calery Pear) - tree replacement not completed at this location and unlikely at this location • 5 Shubert Cherry Trees (black knot disease) Four (4) on 2 nd removed – Replacement at these locations? One (1) in Sabo still to be removed and replaced.
The Administrator then discussed establishing a 2022 Work Plan to include Growth Award Tasks going over a handout. The Administrator then discussed tree “tagging”, or tree identification plaques. The smaller ones would be approximately $5 each that could be placed in Sabo and Bimeler Parks. The larger signs such as the ginkgo could be placed in a spot along Wabash where we have the bulk of ginkgo trees. He will get a cost. There was no other business.
