Councilman Fox opened the meeting and stated the meeting was scheduled to discuss an agreement between Stark County Sewer District and the Village of Brewster for providing wastewater service to the Justus and Keller Avenue area.
Jim Troike from the Stark County Sewer District was a guest and discussed why this was needed and how the agreement would work.
Stark County Sewer District would construct the line and continue to own the line until all the assessments are collected from the households that are connected to the line. The sewage would go to the Brewster Wastewater Treatment Plant and the Village would bill the customers based on a single-family equivalent. A table for the single-family equivalent table will be provided in the agreement. This will be about a $1.2 million project and will provide for about 40 homes in the area. The project will not start for about a year and a half to two years. The Stark County Health Department initiated this project because the lots are too small for new septic systems. Stark County has worked it out with the Ohio Water Development Association that the homeowners will only pay about 48% of the construction. AN example was given from the Moreland Allotment that the cost was about $6,500 for 80 feet but the grant will pay most of it. Mayor Schwab asked if the County was considering providing a water line. They were not. There was a discussion of Brewster extending a waterline, but VA Miller explained that a waterline was different than a sewer line in that if sewer is offer, the homeowner is required to hook up. Waterlines are only hooked up if the homeowner chooses so the Village would be footing the money until the homes chose to hook up.
