- Business:
Council’s review of the Village Planning Commission’s recommendation to modify Village Zoning Code Chapter 153.439 – Schedule of Fees, Charges, and Expenses
- Current Village Zoning Code Chapter 153.439
- The current Fee Schedule was adopted in 1974 and modified several times since then
- Current process to modify the Fee Schedule:
1. A fee change is suggested and by Motion Council refers it to the Planning Commission
2. The Planning Commission schedules and conducts a Public Hearing to review the suggestion
3. The Planning Commission makes a recommendation to Council
4. Council has legislation created to approve the recommendation and has a Public Hearing to review the recommendation
5. Council votes on the legislation
- Planning Commission’s Recommendation:
The Village Planning Commission recommends that Village Code Chapter 153.439 be repealed and replaced by the following:
153.439 SCHEDULE OF FEES, CHARGES AND EXPENSES.
Village Council shall establish, by separate ordinance, a schedule of fees, charges, and expenses and a collection procedure for zoning permits, subdivision plats, appeals, and other matters pertaining to the Planning and Zoning Code. The schedule of fees shall be posted in the office of the Village Administrator and may be altered or amended only by the Village Council. Until all applicable fees, charges, and expenses have been paid in full, no action shall be taken on any application.
The Village Planning Commission also recommended that the current schedule of fees be reviewed by Council and modified to reflect current applicable costs.
- Audience Comment:
“Anyone in the Audience that wishes to comment on the above language modification to the Village Zoning Code should be recognized by the Chair, Stand, and provide their name, address of their place of residence, and provide their comment”. No one in the audience wished to speak.
Village Council Discussion:
Council discussion was a review of the new procedure: The Village Administrator will bring forward to Council a request for an increase in fees when the fee no longer covers the cost of the application for the applicable permit.
Legislation:
The draft of the legislation that provides the Planning Commission’s recommendation had a First Reading at the August 20, 2018 Council Meeting and is scheduled to have a Third Reading on September 17, 2018.
