PUBLIC SAFETY, FINANCE, AND PERSONNEL MEETING
September 25, 2018

The meeting was called to discuss a second School Resource Officer (SRO), a Memorandum of Understanding (MOU) to be proposed to the Fairless Local School Board, and the financial obligation this MOU presents to the Village. Mayor Schwab made it clear that he just wanted to share all the information and not project his opinion in either direction.
Mayor Schwab presented Council with a copy of the MOU and reviewed the sections of the document. He then pulled out the funding portion to review closer. Wages, benefits, Insurance, and Holidays were discussed along with the purchase of an addition police vehicle for the second SRO.
Mayor Schwab presented an in-depth worksheet of the additional costs that would be placed on the Village taxpayers. The review of the first SRO costs revealed that 50% of the new .2% income tax went to support the SRO program as promised to the voters. It was shown that the estimated minimum addition annual cost to the Village for a second SRO Officer for the first year through the summer would be just under $10,000.
Additional conversation included that the SRO would not be the Truant Officer, a used car would be purchased and outfitted as a Brewster Police vehicle including lights and SRO markings, and Police uniforms would be worn. Other School District SRO Programs were discussed. This program will only continue as long as the Police 0.2% Income Tax is in effect.
Mayor Schwab wanted Council to be aware of the costs of this program before voting on the MOU and give Council time to review the MOU to come to their own conclusion.
