Brewster Village Council met in regular session with Mayor Mike Schwab presiding.
7:00 P.M. – CALL TO ORDER
Council Members bowed their heads for the invocation provided by Clerk-Treasurer Kris King followed by the Pledge of Allegiance.

MINUTES FROM THE FEBRUARY 19, 2018 REGULAR COUNCIL MEETING:
Mayor Mike Schwab asked if there were any additions or deletions to the February 19, 2018 Council meeting minutes.
COUNCIL MEMBER GODWIN MOVED, SECONDED BY COUNCIL MEMBER HILLIARD and motion carried to accept the minutes as presented. The vote: All yes.
PRESENTATION OF BILLS:
COUNCIL MEMBER GODWIN MOVED, SECONDED BY COUNCIL MEMBER HILLIARD and motion carried to accept the bills in the amount of $ 102,094.32. The vote: All yes.

CONSIDERATION OF ORDINANCES: Titles of each read by Mayor Mike Schwab
ORDINANCE 07-2018: An Ordinance Authorizing the Adoption of an Employee Weapons & Dangerous Ordnance Policy and adding it to our Employee Handbook was given third reading.
COUNCIL MEMBER GODWIN MOVED, SECONDED BY COUNCIL MEMBER FOX and motion carried to pass the legislation as presented. The vote: All yes.
ORDINANCE 08-2018: An Ordinance Authorizing the Adoption of an Employee Workplace Violence Prevention Policy and adding it to our Employee Handbook was given third reading.
COUNCIL MEMBER GODWIN MOVED, SECONDED BY COUNCIL MEMBER HILLIARD and motion carried to pass the legislation as presented. The vote: All yes.
RESOLUTION 09-2018: An Ordinance Authorizing an Agreement to Participate in the Stark County Schools Council of Government Cooperative Purchasing Program was given third reading.
COUNCIL MEMBER GODWIN MOVED, SECONDED BY COUNCIL MEMBER HILLIARD and motion carried to pass the legislation as presented. The vote: All yes.
Second Reading: An Ordinance Authorizing the Adoption of a 5.14 Employee Village Travel Policy and adding it to our Employee Handbook.
Second Reading: An Ordinance Authorizing the Adoption of a 3.21 Employee Village Travel Pay Policy and adding it to our Employee Handbook.
Second Reading: An Ordinance Authorizing the Adoption of the 2018 Annual Appropriations.
First Reading: An Ordinance Authorizing the Adoption of a 4.10 Employee Workers Compensation Policy and adding it to our Employee Handbook.
First Reading: An Ordinance Authorizing the Adoption of a 4.11 Employee Work Related Injury Leave & Benefits Policy and adding it to our Employee Handbook.
First Reading: An Ordinance Authorizing the Adoption of a 4.12 Employee Transitional Work & Modified Duty Policy and adding it to our Employee Handbook.
COUNCIL MEMBER HILLIARD MOVED, SECONDED BY COUNCIL MEMBER HESS and motion carried to amend the Ordinance 5.14 Employee Village Travel Policy to include a 15% tip on meal purchases. The vote: All yes.
MUNICIPAL DEPARTMENTS:
Fire Department: Chief Chris Colucy
The advertisement is running in local papers to sell 2003 Ambulance with an 03/15 deadline for bids. VA Miller explained that the Village may have to write an additional check for $12,000 to the dealer if the ambulance is sold and not traded in.
Delivery of new Ambulance scheduled for week of March 18th; pictures have been emailed to Council; lettering and power cot installation remain to be completed.
Chief Colucy requested Council to consider permitting the Fireman’s Association to obtain a beer permit for the festival. The Firemen’s Festival will be May 30 through June 2.
Police Department: Chief Keith Creter (excused)
Mayor Schwab has proposed the Police Department purchase AED’s (Automatic External Defibrillators) for each Police Cruiser.
Mayor Schwab stated the Village is providing additional Police Officers in the Fairless Schools to provide additional security since February 26th for the time being.
COUNCIL MEMBER HILLIARD MOVED, SECONDED BY COUNCIL MEMBER GODWIN and motion carried to purchase three Automatic External Defibrillators (AED) for the police cruisers at a cost not to exceed $3,585.00 with training provided by Village EMS personnel with the cost coming out of the Police Car and Equipment Fund. The vote: All yes.
COUNCIL MEMBER HILLIARD MOVED, SECONDED BY COUNCIL MEMBER GODWIN and motion carried to adjourn the meeting at 7:12 PM. The vote: All yes.
