BREWSTER COUNCIL OF THE WHOLE
NOVEMBER 5, 2018

The meeting was called to discuss the possibility of a trash aggregation program.  VA Miller recommended including recycling.  VA Miller stated that other communities that he was involved in that put the communities trash as an opt-out program brought the prices down for everyone.  There was a discussion on how a company may charge residents a different rate for the same services.  The program would work the same as the gas aggregation program.
 
Councilman Fox doesn’t think our residents would be interested.  Councilman Hilliard stated that there were a lot of benefits, but he doesn’t think the residents would want it either.  He stated it would save residents money and wear and tear on the streets.  VA Miller stated the hard containers and setting up the pickups for only 2-3 days a week instead of having trash out all week would also be benefits.  Mayor Schwab mentioned having the haulers register at Village Hall.
 
The discussion then went to the registering and restricting the days the haulers pickup without going into an aggregation program.  This way everyone has a choice of who they hire.  The Village can still limit the days of pickup and require hard containers.  Councilman Fox suggested setting times that trash can be put out for the next day.
 
VA Miller will be contacting the five known trash haulers in the village and draft something up over the next couple of weeks.
