Chairman Dale Fox opened the meeting and turned it over to VA Miller. VA Miller had a 45-page PowerPoint presentation for a Solid Waste Proposal. Some of the benefits discussed were lower prices that will provide choices, reduce the number of days that trash is sitting out at the curb and trucks are in the neighborhoods, setback service for the elderly and disabled, and possible wear and tear on the streets. He discussed opt-out and opt-in programs. Councilman Hilliard stated he has been approached adversely by many residents concerning this proposal. Councilman Fox would like to specify rear dump haulers to allow small companies to compete. He also wants to make sure that businesses get picked up at least once a week. Curbside recycling, leaf pick-up, and yard waste pickup were discussed. There was a discussion on small volume producers (someone with only one bag a week). Whether the Village pursues this or not, the VA would like to see trash in hard containers to keep animals and insects from the trash. Councilman Hawk stated he feels Council owes it to the residents to look for the best bargain for the residents. He also stated he has had people state they like the requirement for hard containers.
The other topic that was to be discussed was water rates but the rate study by RCAP is not complete yet.
Meeting adjourned at 6:47 pm.
