BREWSTER VILLAGE COUNCIL
APRIL 26, 2013

Joe Strausbaugh was sworn in by Clerk Kris King.
Brewster Village Council met in special session with Mayor Mike Schwab presiding.
7:00 P.M. – CALL TO ORDER
Council Members bowed their heads for the invocation provided by Clerk-Treasurer K. Kris King followed by the Pledge of Allegiance.

The meeting began with Council Member Tharp stating that the Insurance Committee was recommending staying with Brian Savage of Ohio Insurance Services and also staying with Aultcare for the employee health insurance benefits.
The floor was turned over to Mr. Savage and he presented the figures he had received from Aultcare for the cost at the 05/01/13 renewal.
The employees currently have the Aultra 5000B Plan with a second card that covered the eligible deductions over $250/$500 from Morgan White. He had been challenged by the Mayor to find a comparative plan that didn't have a second card and that had a better drug card.
Mr. Savage is recommending the Aultra 5000A Plan. It will have a $500/$1,000 deductible with only one card. Instead of having another card to supplement the $5,000/$10,000 deductible, the village will self-fund the plan. The maximum exposure for the village is $117,000. Mr. Savage recommends around $15,000 be put into a Village-funded Health Reimbursement Account (HRA) to be managed by Ohio Insurance Services to cover any exposure and replenishing the account monthly to keep it at that amount. They will provide the Village with a monthly report. There will be two pharmacies contracted with that will allow the employees to receive their prescriptions by only paying 10% and Ohio Insurance will be billed for the balance. If an employee chooses to use a different pharmacy, they will have to pay 100% and get 90% reimbursed from Ohio Insurance Services.
Council's concerns about the policy were shared and questions were answered. Council Member Huff was also concerned that this would be too much work on the clerk. Clerk King stated that it will actually be less time consuming than the two card policy. Council Member Hilliard said he would only be comfortable passing it if there was a 2-3% increase in the amount the employees contributed to the monthly cost. Council Member Strausbaugh stated the ill-will that the increase would cause, would far outweigh the benefits to the village.
RESOLUTION 21-2013: A resolution awarding a contract for the employees’ health, vision, dental insurance was given third reading.
COUNCIL MEMBER THARP MOVED, SECONDED BY COUNCIL MEMBER GODWIN to pass the resolution as read. Motion was withdrawn.
COUNCIL MEMBER THARP MOVED, SECONDED BY COUNCIL MEMBER BICHSEL to bring the resolution forward for passage.
COUNCIL MEMBER THARP MOVED, SECONDED BY COUNCIL MEMBER BICHSEL and motion carried to amend the resolution to adopt the Aultra 5000A Plan for the employees medical insurance at an annual cost of $ 175,153.20, renew the Delta Dental Plan, and the VSP Vision Plan all through Ohio Insurance Services. The vote: All yes.

RESOLUTION 22-2013: An ordinance awarding a contract for employees’ life insurance was given third reading.
COUNCIL MEMBER THARP MOVED, SECONDED BY COUNCIL MEMBER BICHSEL to bring the resolution for passage.
COUNCIL MEMBER THARP MOVED, SECONDED BY COUNCIL MEMBER GODWIN and motion carried to amend the resolution to adopt the renewal of OPEC 's Hartford Life Insurance Plan to provide the fulltime employees life insurance of $ 20,000 at a rate of $0.41/$1,000 at an approximate annual cost of $ 1,869.60. The vote: All yes.
The vote on the resolution as amended: All yes.
COUNCIL MEMBER HILLIARD MOVED, SECONDED BY COUNCIL MEMBER HUFF and motion carried to send letters based on the Mayor's draft letter thanking the applicants for the vacant council seat as presented by Mayor Schwab. The vote: All yes.
COUNCIL MEMBER HUFF MOVED, SECONDED BY COUNCIL MEMBER HILLIARD and motion carried to adjourn the meeting at 8:56pm.
