BREWSTER VILLAGE COUNCIL

November 25, 2013

7:00 P.M.

 

Brewster Village Council met in regular session with Mayor Mike Schwab presiding.

 

8:00 P.M. – CALL TO ORDER

 

MEMBERS PRESENT:

Mike Schwab, Mayor

Sherri Bichsel, Council Member

Dave Godwin, Council Member

Tom Hilliard, Council Member

Jay Huff, Council Member

Joe Strausbaugh, Council Member

Steven Tharp, Jr., Council Member

 

VILLAGE OFFICIALS PRESENT:

Kris King, Clerk-Treasurer

 

AUDIENCE:

The following resident was present: Paul  Mackey.

 

BUSINESS: as specified by Public Notice

 

Consideration of an early renewal of the village employees health, vision, and dental insurance coverage.

 

REPORT BY THE INSURANCE COMMITTEE:

 

The Insurance Committee met at 7pm this evening to reach a consensus on whether to do an early renewal of the current policies with a 15% increase on the health portion to ensure the continuance of the current benefits through December 1, 2014.  It was stated that the committee felt boxed in.  The consensus was to renew the Aultra 5000A policy, the Delta Dental and the VSP Vision plans, increase the employee share of the cost from 6% to 12%, and use the sample ordinance with a date change in Section 6 from January 1, 2014 to December 1, 2013.

 

COUNCIL  ACTIONS:

 

COUNCIL MEMBER THARP MOVED, SECONDED BY COUNCIL MEMBER BICHSEL and motion carried to authorize the submittal of the draft of an ordinance for the early renewal of the village employees health, vision and dental coverage on December 1, 2013 to council for consideration, and to designate it as Ordinance 50-2013 with the amendments of Section 5 from 6% employee contribution to 12% and Section 6 change the date from January 1, 2014 to December 1, 2013.  Council Member Godwin stated he could not vote yes on this renewal with the amendment that more than doubles the employee contribution.  The vote: Tharp, yes; Bichsel, yes; Godwin, no; Hilliard, yes; Huff, yes; Strausbaugh, yes.

 

COUNCIL MEMBER THARP MOVED, SECONDED BY COUNCIL MEMBER BICHSEL and motion carried to suspend the statutory rule requiring three separate readings and that Ordinance 50-2013 be brought forward for consideration.  Council Member Hilliard questioned the amount of the increase.  The vote: Tharp, yes; Bichsel, yes; Godwin, no; Hilliard, yes; Huff, yes; Strausbaugh, yes.

 

COUNCIL MEMBER THARP MOVED, SECONDED BY COUNCIL MEMBER BICHSEL and motion carried to adopt under emergency Ordinance 50-2013 for the early renewal of the village employees health, vision, and dental insurance coverage on December 1, 2013.  The vote: Tharp, yes; Bichsel, yes; Godwin, no; Hilliard, yes; Huff, yes; Strausbaugh, yes.

 

 

COUNCIL MEMBER BICHSEL MOVED to adjourn the meeting at 8:10pm.
