Attendees: Councilman Godwin, Councilman  Strausbaugh, Mayor Schwab

Schwab began by advising the intent was to allot one hour for this meeting and future meetings, to keep things focused and moving.

Initially the three discussed what they thought was the purpose of the committee.

All touched on the controversy at hand between Council and the Mayor and agreed to put this behind us as it serves no useful purpose most especially with the job before us.

Schwab presented a handout that outlined some of the steps involved in getting from placing an employment ad to making a recommendation to Council of a final qualified candidate.

Godwin reviewed the interview and hiring process with which he is familiar on the RR, and some of the pitfalls to avoid.

Strausbaugh offered a brief review of the EDDS proposal and a list of pros and cons that should be considered as we move forward.

After further discussion the following recommendations are to be made to Council:
          That ordinance 19 – 1991 and any subsequent Village ordinances  that outline the duties 
           of the VA be reviewed and modified to better fit the needs of 2013.   This would include
           a review of the Income Tax and Zoning duties.
 
           A review of the VA wage.   The committee would like to advertise a wage range that
           could be  adjusted to the successful candidates qualifications.

           As a package deal: The EDDS proposal as presented would be accepted by Council and                  Steve Hartman would be retained as VA until December 31, 2013 at which time he
                  would retire.   This is considered to be a compromise on the EDDS consultation
                  contract proposed from several members of Council, and the extension of Steve
                  Hartman’s time as VA to December 31, 2013 proposed by the Mayor.   Mayor
                  stated that for him one is contingent on the other.         

Committee also decided their goal is to have a new hire in place by December 1, 2013 which would provide the new VA the opportunity to work with Hartman for 31 days.

Committee also intends to work with EDDS as a group when possible and to meet with council as applicable.
